Covert surveillance is simply watching someone or something without being detected. Too often an experienced private investigator pulls up in their car and parks out front of a target location and sits there in the front seat with a camera in their lap. They take no effort in blending into the surrounds and have no situational awareness as to what is happening. That when the neighbor knocks on your window and wants to know what your doing. Even worse, the person under surveillance walks up to you and asks the same thing. Experience matters, knowing how to respond to this and even better, knowing how to not get caught. The intelligence gathering stops when the subject knows they are being watched.
